Čelnici država članica Europske unije okupit će se u četvrtak i petak u Bruxellesu na redovitom jesenskom samitu na kojem će glavna tema biti energija i rat u Ukrajini.

“Središnja točka našeg dnevnog reda je energetska kriza, na koju moramo djelovati s najvećom hitnošću. Konkretno, moramo imperativno intenzivirati naša tri pravca djelovanja: smanjenje potražnje, osiguranje sigurnosti opskrbe i obuzdavanje cijena”, istaknuo je predsjednik Europskog vijeća Charles Michel u pozivnom pismu šefovima država ili vlada.

Čelnici će također razgovarati o gospodarskim te o vanjskopolitičkim pitanjima.

Podloga za raspravu o rješavanju energetske krize bit će prijedlog paketa mjera koja je u utorak predstavila Europska komisija.

Komisija je predložila paket mjera koje predviđaju zajedničku kupnja plina, uvođenje mehanizma za ograničavanje cijena na burzi plina, nove mjere za transparentnu upotrebu infrastrukture i solidarnost među državama članicama, uz kontinuirane napore za smanjenje potražnje za plinom.

Jedno od najspornijih pitanja jest kako ograničiti cijene plina, oko čega postoje razne ideje i različiti pogledi među državama članicama. Hrvatska je u skupini od 15 zemalja koje se zauzimaju za uvođenje ograničenja na veleprodajne cijene plina bez obzira na to od kuda se uvozi. Tom prijedlogu nije sklono nekoliko država, među kojima su Njemačka i Nizozemska, uz objašnjenje da bi to moglo dovesti do poremećaja na tržištu plina i potaknuti proizvođače plina da ga prodaju na drugim tržištima izvan Europe.

Komisija se nije odlučila na uvođenje ograničenja na veleprodajne cijene plina i umjesto toga je predložila stvaranje  nove referentne vrijednosti za određivanje cijena ukapljenog prirodnog plina, okvir za predlaganje mehanizma korekcije cijena kako bi se uspostavilo dinamično ograničenje cijena za transakcije na burzi plina te privremen okvir kako bi se spriječio ekstreman porast cijena na tržištima izvedenica.

Komisija je predložila reformu indeksa na nizozemskoj burzi plina, TTF, koji služi kao referentna vrijednost za Europu. Taj indeks uzima u obzir samo plin koji se dostavlja plinovodima, a njegova cijena je odletjela u nebo nakon prekida isporuke ruskog plina i ne uzima u obzir sve veći uvoz ukapljenog plina kojim se kompenzira ruski plin.

Komisija stoga želi stvoriti novi, komplementarni indeks do ožujka sljedeće godine, koji bi bolje održavao situaciju na tržištu plina, to jest sve veći udio ukapljenog plina, a kako bi se došlo do stabilnih i predvidljivih cijena za kupnju ukapljenog plina za punjenje skladišta plina za sljedeću sezonu 2023.

U međuvremenu dok se ne uspostavi novi indeks, Komisija predlaže novi privremeni mehanizam koji bi uveo dinamično ograničenje cijena na burzi TTF, što znači da bi se pri određivanju gornje cijene vodilo računa o cijenama u drugim dijelovima svijeta, kako proizvođači ne bi preusmjerili svoj plin prema drugim tržištima i ostavili Europu bez plina. Taj bi mehanizam smanjio nestabilnost cijena, određivanjem gornjeg plafona cijena iznad koje transakcije ne bi bile dopuštene.

Iako Komisija nije predložila ograničenje cijena plina koji se koristi za proizvodnju električne energije, što se već primjenjuje u Španjolskoj i Portugalu, von der Leyen sada najavljuje da takav pristup treba razmotriti na razini EU-a.

I kod toga “iberijskog” postoje otvorena pitanja na koja treba naći zadovoljavajući odgovor. Jedno od tih pitanja je kao izbjeći da taj pristup ne izazove povećanje potražnje za plinom. Također je sporno što napraviti kada se struja proizvedena iz plina izvozi u treće zemlje, primjerice u Veliku Britaniju ili Švicarsku. Budući da države subvencioniraju dio cijene plina iznad postavljenog limita, ispada da bi na taj način osiguravale jeftiniju struju za treće zemlje.

Ruska agresija na Ukrajinu

Rusija je posljednjih dana počela napadati civilnu infrastrukturu u Ukrajini, lišavajući ljude struje i grijanja, što je predsjednica Europske komisije Ursula von der Leyen nazvala zločinom i čistim terorizmom.

Čelnici EU-a raspravljat će o daljnjoj pomoći Ukrajini kako bi se što bolje pripremila za zimu te o nastavku pomoći na srednji i dulji rok.

U svjetlu nedavne sabotaže na plinovodima Sjeverni tok 1 i 2 čelnici će razgovarati o jačanju suradnje na zaštiti kritične infrastrukture.

Na području vanjske politike, čelnici će razgovarati o odnosima s Kinom te s Iranom, koji je posljedjih dana došao u središte pozornosti zbog dronova kojima Rusija napada ukrajinske gradove. U tijelima EU-a radi se na sankcijama protiv iranskih dužnosnika zbog prodaje dronova Rusiji.

Čelnici država članica Europske unije okupit će se u četvrtak i petak u Bruxellesu na redovitom jesenskom samitu na kojem će glavna tema biti energija i rat u Ukrajini.

“Središnja točka našeg dnevnog reda je energetska kriza, na koju moramo djelovati s najvećom hitnošću. Konkretno, moramo imperativno intenzivirati naša tri pravca djelovanja: smanjenje potražnje, osiguranje sigurnosti opskrbe i obuzdavanje cijena”, istaknuo je predsjednik Europskog vijeća Charles Michel u pozivnom pismu šefovima država ili vlada.

Čelnici će također razgovarati o gospodarskim te o vanjskopolitičkim pitanjima.

Podloga za raspravu o rješavanju energetske krize bit će prijedlog paketa mjera koja je u utorak predstavila Europska komisija.

Komisija je predložila paket mjera koje predviđaju zajedničku kupnja plina, uvođenje mehanizma za ograničavanje cijena na burzi plina, nove mjere za transparentnu upotrebu infrastrukture i solidarnost među državama članicama, uz kontinuirane napore za smanjenje potražnje za plinom.

Jedno od najspornijih pitanja jest kako ograničiti cijene plina, oko čega postoje razne ideje i različiti pogledi među državama članicama. Hrvatska je u skupini od 15 zemalja koje se zauzimaju za uvođenje ograničenja na veleprodajne cijene plina bez obzira na to od kuda se uvozi. Tom prijedlogu nije sklono nekoliko država, među kojima su Njemačka i Nizozemska, uz objašnjenje da bi to moglo dovesti do poremećaja na tržištu plina i potaknuti proizvođače plina da ga prodaju na drugim tržištima izvan Europe.

Komisija se nije odlučila na uvođenje ograničenja na veleprodajne cijene plina i umjesto toga je predložila stvaranje  nove referentne vrijednosti za određivanje cijena ukapljenog prirodnog plina, okvir za predlaganje mehanizma korekcije cijena kako bi se uspostavilo dinamično ograničenje cijena za transakcije na burzi plina te privremen okvir kako bi se spriječio ekstreman porast cijena na tržištima izvedenica.

Komisija je predložila reformu indeksa na nizozemskoj burzi plina, TTF, koji služi kao referentna vrijednost za Europu. Taj indeks uzima u obzir samo plin koji se dostavlja plinovodima, a njegova cijena je odletjela u nebo nakon prekida isporuke ruskog plina i ne uzima u obzir sve veći uvoz ukapljenog plina kojim se kompenzira ruski plin.

Komisija stoga želi stvoriti novi, komplementarni indeks do ožujka sljedeće godine, koji bi bolje održavao situaciju na tržištu plina, to jest sve veći udio ukapljenog plina, a kako bi se došlo do stabilnih i predvidljivih cijena za kupnju ukapljenog plina za punjenje skladišta plina za sljedeću sezonu 2023.

U međuvremenu dok se ne uspostavi novi indeks, Komisija predlaže novi privremeni mehanizam koji bi uveo dinamično ograničenje cijena na burzi TTF, što znači da bi se pri određivanju gornje cijene vodilo računa o cijenama u drugim dijelovima svijeta, kako proizvođači ne bi preusmjerili svoj plin prema drugim tržištima i ostavili Europu bez plina. Taj bi mehanizam smanjio nestabilnost cijena, određivanjem gornjeg plafona cijena iznad koje transakcije ne bi bile dopuštene.

Iako Komisija nije predložila ograničenje cijena plina koji se koristi za proizvodnju električne energije, što se već primjenjuje u Španjolskoj i Portugalu, von der Leyen sada najavljuje da takav pristup treba razmotriti na razini EU-a.

I kod toga “iberijskog” postoje otvorena pitanja na koja treba naći zadovoljavajući odgovor. Jedno od tih pitanja je kao izbjeći da taj pristup ne izazove povećanje potražnje za plinom. Također je sporno što napraviti kada se struja proizvedena iz plina izvozi u treće zemlje, primjerice u Veliku Britaniju ili Švicarsku. Budući da države subvencioniraju dio cijene plina iznad postavljenog limita, ispada da bi na taj način osiguravale jeftiniju struju za treće zemlje.

Ruska agresija na Ukrajinu

Rusija je posljednjih dana počela napadati civilnu infrastrukturu u Ukrajini, lišavajući ljude struje i grijanja, što je predsjednica Europske komisije Ursula von der Leyen nazvala zločinom i čistim terorizmom.

Čelnici EU-a raspravljat će o daljnjoj pomoći Ukrajini kako bi se što bolje pripremila za zimu te o nastavku pomoći na srednji i dulji rok.

U svjetlu nedavne sabotaže na plinovodima Sjeverni tok 1 i 2 čelnici će razgovarati o jačanju suradnje na zaštiti kritične infrastrukture.

Na području vanjske politike, čelnici će razgovarati o odnosima s Kinom te s Iranom, koji je posljedjih dana došao u središte pozornosti zbog dronova kojima Rusija napada ukrajinske gradove. U tijelima EU-a radi se na sankcijama protiv iranskih dužnosnika zbog prodaje dronova Rusiji.

Danas počinje samit Europske unije na kojemu će glavna tema biti ograničavanje cijena plina i situacija u Ukrajini

Čelnici država članica Europske unije okupit će se u četvrtak i petak u Bruxellesu na redovitom jesenskom samitu na kojem će glavna tema biti energija i rat u Ukrajini.

“Središnja točka našeg dnevnog reda je energetska kriza, na koju moramo djelovati s najvećom hitnošću. Konkretno, moramo imperativno intenzivirati naša tri pravca djelovanja: smanjenje potražnje, osiguranje sigurnosti opskrbe i obuzdavanje cijena”, istaknuo je predsjednik Europskog vijeća Charles Michel u pozivnom pismu šefovima država ili vlada.

Čelnici će također razgovarati o gospodarskim te o vanjskopolitičkim pitanjima.

Podloga za raspravu o rješavanju energetske krize bit će prijedlog paketa mjera koja je u utorak predstavila Europska komisija.
