U Bosnu i Hercegovinu u utorak su trebali stići američki diplomat Matthew Palmer i europska dužnosnica Angelina Eichhorst. To znači novi krug pregovora na temu izbornog zakona, ali i sveopće političke i ustavne krize u kojoj se našla susjedna država.

Po nekima čak i zadnja šansa, pa se razgovori, što bi se nakon uvodnog dijela u državnom parlamentu trebali održati u Neumu, čak nazivaju i 'malom Jaltom'.

Posljednji pokušaj za iznalaženje bilo kakvog dogovora između predstavnika Bošnjaka, Srba i Hrvata neslavno su završili u prosincu.

I tada se u ulozi medijatora našao spomenuti američko-europski dvojac. Vidjevši da od dogovora neće biti ništa, ali suočeni i s verbalnim ispadima Milorada Dodika i srpskim ignoriranjem kompletnih državnih institucija, odlučili su pokupiti svoje stvari s pregovaračkog stola i pokušati neki drugi put. Politički je od svega pokušao profitirati Bakir Iztebegović, ali i krug nominalno lijevih, a zapravo bošnjačkih stranaka, povlačeći se iz već prekinutih razgovora.

Jedino što se u međuvremenu promijenilo jesu američke sankcije Dodiku i nizu srpskih dužnosnika, ali i poduzeća, pa čak i jednoj TV-kući iz Banja Luke. Po onome što se može čuti i vidjeti na teren u, nekog velikog efekta mjere poput zamrzavanja računa i imovine sankcioniranih na teritoriju SAD nisu polučile.

Čak bi se moglo reći da je ozbiljnije na njih reagirao srbijanski predsjednik Aleksandar Vučić, pa je apelirao na Dodika i ekipu da se vrate u državne organe. Dali su mu svoju riječ, ali pod uvjetom da se nađe način za zaobilaženje nametnutog Inzkovog zakona o negiranju genocida.

Zato se u pozadini ovih pregovora istovremeno odvija tiha diplomatska ofenziva dijela međunarodne zajednice i pokušava iznaći rješenje u sveobuhvatnom paketu. Na njega jedino u ime Srba svoj potpis može staviti Dodik, pa se time, ali i zasebnim interesima koja svaka od većih sila ima na ovom područjut, može protumatičiti taktiziranje prema njemu.

Problema, dobije li rješenje na kojemu inzistira, a to je Hrvat u Predsjedništvu BiH kojeg će izabrati tamošnji Hrvati, neće biti ni s Draganom Čovićem. On je neumorni optimist i svako malo u javnost iziđe s rokom do kojeg će izborni zakon biti donesen. Izredalo se do sada puno takvih datuma i stiglo na domak novih izbora, koji bi se trebali održati ove jeseni.

Najbitnija je stvar, ipak, u tome što Bakir Izetbegović ne zna što bi. Jedino što sigurno hoće jest da se ništa ne dira i da po postojećim izbornim pravilima i uz pomoć Središnjeg izbornog povjerenstva (SIP), kojim je ovladao baš uz pomoć Komšića, nameće Hrvatima njega ili nekog drugog podobnog. Pristati na zahtjeve Hrvata, generalno za Bošnjake, značilo bi 'veleizdaju BiH'. To uporno ponavljaju sarajevska i ljevica i desnica, a Bakir se boji više od svega.

Svjesni da im je izborna strategija pročitana van granica BiH, SDA je otvorila pitanje 'reforme' Domova naroda u federalnom parlamentu, koje bi zapravo rado dokinuli i nastavili sami određivati podobne u druga dva naroda. Za Hrvate je to jedna od rijetkih preostalih izvornih daytonskih postavki i naravno da im ne pada na pamet toga se odreći.

Problem za Palmera i Eichhorst jest činjenica da BiH pod strepnjom od rata u Ukrajini sve više bježi iz fokusa. Osim toga, baš kao na europskom Istoku, sve se više pojavljuju pukotine u međunarodnoj zajednici, pa i tamo gdje ih se donedavno moglo najmanje očekivati, relaciji Amerika-Njemačka.

I dok Biden šalje na Balkan svoje ljude od povjerenja, iz Berlina dolazi najviše glasova koji bi izbore održali po postojećim, više nego spornim pravilima.

Kada su ovih dana iz Nezavisnih novina uputili službeni upit Veleposlanstvu Njemačke u Sarajevu hoće li ili neće podržati reformu u izbornoj godini, nisu dobili direktan odgovor, ali su između redova iščitali da se neće protiviti dogovoru.

Jedna od opcija na pregovaračkom stolu jest uvođenje sustava elektora, kojima bi se formalno obrisala etnička pripadnost, što žele Bošnjaci, ali bi se osiguralo da na prostoru gdje žive Hrvati bude izabran onaj član Predsjedništva kojeg oni žele.

Hotel 'Marea' u Neumu, u kojem će se izredati svi koji nešto znače na političkoj sceni susjedne zemlje, zakupljen je do nedjelje.

Za Bošnjake i Srbe već je jasno na kojim će pozicijama ostati u slučaju neuspjeha nove runde razgovora. Za prve je to unitarizacija, za druge secesija. Politički Mostar, stranke oko HDZ-a i Hrvatskog narodnog sabora, ranije su navele 19. veljače kao datum kada bi trebale imati 'Plan B', ako u Neumu ne dođe do dogovora.

U Bosnu i Hercegovinu u utorak su trebali stići američki diplomat Matthew Palmer i europska dužnosnica Angelina Eichhorst. To znači novi krug pregovora na temu izbornog zakona, ali i sveopće političke i ustavne krize u kojoj se našla susjedna država.

Po nekima čak i zadnja šansa, pa se razgovori, što bi se nakon uvodnog dijela u državnom parlamentu trebali održati u Neumu, čak nazivaju i 'malom Jaltom'.

Posljednji pokušaj za iznalaženje bilo kakvog dogovora između predstavnika Bošnjaka, Srba i Hrvata neslavno su završili u prosincu.

I tada se u ulozi medijatora našao spomenuti američko-europski dvojac. Vidjevši da od dogovora neće biti ništa, ali suočeni i s verbalnim ispadima Milorada Dodika i srpskim ignoriranjem kompletnih državnih institucija, odlučili su pokupiti svoje stvari s pregovaračkog stola i pokušati neki drugi put. Politički je od svega pokušao profitirati Bakir Iztebegović, ali i krug nominalno lijevih, a zapravo bošnjačkih stranaka, povlačeći se iz već prekinutih razgovora.

Jedino što se u međuvremenu promijenilo jesu američke sankcije Dodiku i nizu srpskih dužnosnika, ali i poduzeća, pa čak i jednoj TV-kući iz Banja Luke. Po onome što se može čuti i vidjeti na teren u, nekog velikog efekta mjere poput zamrzavanja računa i imovine sankcioniranih na teritoriju SAD nisu polučile.

Čak bi se moglo reći da je ozbiljnije na njih reagirao srbijanski predsjednik Aleksandar Vučić, pa je apelirao na Dodika i ekipu da se vrate u državne organe. Dali su mu svoju riječ, ali pod uvjetom da se nađe način za zaobilaženje nametnutog Inzkovog zakona o negiranju genocida.

Zato se u pozadini ovih pregovora istovremeno odvija tiha diplomatska ofenziva dijela međunarodne zajednice i pokušava iznaći rješenje u sveobuhvatnom paketu. Na njega jedino u ime Srba svoj potpis može staviti Dodik, pa se time, ali i zasebnim interesima koja svaka od većih sila ima na ovom područjut, može protumatičiti taktiziranje prema njemu.

Problema, dobije li rješenje na kojemu inzistira, a to je Hrvat u Predsjedništvu BiH kojeg će izabrati tamošnji Hrvati, neće biti ni s Draganom Čovićem. On je neumorni optimist i svako malo u javnost iziđe s rokom do kojeg će izborni zakon biti donesen. Izredalo se do sada puno takvih datuma i stiglo na domak novih izbora, koji bi se trebali održati ove jeseni.

Najbitnija je stvar, ipak, u tome što Bakir Izetbegović ne zna što bi. Jedino što sigurno hoće jest da se ništa ne dira i da po postojećim izbornim pravilima i uz pomoć Središnjeg izbornog povjerenstva (SIP), kojim je ovladao baš uz pomoć Komšića, nameće Hrvatima njega ili nekog drugog podobnog. Pristati na zahtjeve Hrvata, generalno za Bošnjake, značilo bi 'veleizdaju BiH'. To uporno ponavljaju sarajevska i ljevica i desnica, a Bakir se boji više od svega.

Svjesni da im je izborna strategija pročitana van granica BiH, SDA je otvorila pitanje 'reforme' Domova naroda u federalnom parlamentu, koje bi zapravo rado dokinuli i nastavili sami određivati podobne u druga dva naroda. Za Hrvate je to jedna od rijetkih preostalih izvornih daytonskih postavki i naravno da im ne pada na pamet toga se odreći.

Problem za Palmera i Eichhorst jest činjenica da BiH pod strepnjom od rata u Ukrajini sve više bježi iz fokusa. Osim toga, baš kao na europskom Istoku, sve se više pojavljuju pukotine u međunarodnoj zajednici, pa i tamo gdje ih se donedavno moglo najmanje očekivati, relaciji Amerika-Njemačka.

I dok Biden šalje na Balkan svoje ljude od povjerenja, iz Berlina dolazi najviše glasova koji bi izbore održali po postojećim, više nego spornim pravilima.

Kada su ovih dana iz Nezavisnih novina uputili službeni upit Veleposlanstvu Njemačke u Sarajevu hoće li ili neće podržati reformu u izbornoj godini, nisu dobili direktan odgovor, ali su između redova iščitali da se neće protiviti dogovoru.

Jedna od opcija na pregovaračkom stolu jest uvođenje sustava elektora, kojima bi se formalno obrisala etnička pripadnost, što žele Bošnjaci, ali bi se osiguralo da na prostoru gdje žive Hrvati bude izabran onaj član Predsjedništva kojeg oni žele.

Hotel 'Marea' u Neumu, u kojem će se izredati svi koji nešto znače na političkoj sceni susjedne zemlje, zakupljen je do nedjelje.

Za Bošnjake i Srbe već je jasno na kojim će pozicijama ostati u slučaju neuspjeha nove runde razgovora. Za prve je to unitarizacija, za druge secesija. Politički Mostar, stranke oko HDZ-a i Hrvatskog narodnog sabora, ranije su navele 19. veljače kao datum kada bi trebale imati 'Plan B', ako u Neumu ne dođe do dogovora.
