Croatia Airlines je u ponedjeljak od Međunarodne zračne luke Zagreb (MZLZ) zatražila izjednačavanje uvjeta korištenja zračne luke s onima ponuđenima Ryanairu koji je nedavno najavio otvaranje baze u Zagrebu.

Da je Croatia Airlines u 2019. godini imala iste uvjete koje je sada dobio Ryanair, MZLZ-u bi platila 135,4 milijuna kuna manje nego što je stvarno platila, a to bi značilo da bi umjesto iskazanog neto gubitka od oko 80 milijuna kuna, u toj godini iskazala neto dobit veću od 55 milijuna kuna. Zbog čega, dakle, zagrebačka zračna luka Ryanairu namjerava ponuditi jeftiniju cijenu usluge nego nacionalnom zračnom prijevozniku?

Ponašanje francuskog koncesionara usko je vezano s ustupcima koje je dobio od Vlade premijera Milanovića, u vrijeme dok je ministar prometa bio Siniša Hajdaš Dončić. Izvorni koncesijski ugovor pretrpio je najmanje 14 aneksa, a jedan od prvih predstavlja izravno pogodovanje vezano uz visinu putničkih naknada. Istraga ovakvog pogodovanja neminovno bi dovela do neugodnog vanjskopolitičkog skandala kojeg Hrvatska sebi ne može dopustiti, ali to ne znači da cijelu stvar treba zaboraviti.

Značajni gubici

Naime, u koncesijskom postupku svim je interesentima pismenim putem izričito rečeno da povećavanje putničkih naknada nakon potpisivanja ugovora - neće biti odobreno. Upravo taj odgovor financijsku je konstrukciju učinio neprivlačnom svima osim francuskom konzorciju koji je, očito, bio bolje informiran.

Samo tri mjeseca nakon što su preuzeli aerodrom, u prosincu 2012, Francuzi su dobili odobrenje da naknadu za zaštitu zračnog prometa s 3 podignu na 6,5 eura po putniku, odnosno, višestruko iznad svih okolnih aerodroma kojima u ovom trenutku upravlja truski TAV, koji opertativno upravlja i MZLZ. U kolovozu 2013., samo 12 dana od primitka zahtjeva, odobreno im je i značajno povećanje aerodromske naknade po dolazećem putniku. Osoba koja je odluku potpisala u ime Agencije za civilno zrakoplovstvo postala je znakovitih devet mjeseci nakon tog svečanog čina direktorom aerodromskih operacija na MZLZ.

Unatoč povlasticama, unatoč svim aneksima koje im je politika odobrila, MZLZ je u godini prije korone (2019.) bila jedini aerodrom u Hrvatskoj koji je poslovao s gubitkom. U međuvremenu se dogodio i pandemijski pad prometa, koji je MZLZ opet pogodio više nego bilo koji drugi aerodrom u Hrvatskoj. Broj putnika pao im je za jednu decimalu manje od 27 posto. Pritom je veoma značajan gubitak interkontinentalnih putnika koji su im olakšica pri određivanju koncesijske naknade koji imaju platiti.

Koncesijskim ugovorom izvorno je predviđeno da provođenje tog ugovora kontrolira Project Management Unit (PMU) kojeg u naravi predstavlja državna tvrtka Zračna luka Zagreb u kojoj radi nekolicina vrhunskih eksperata. U praksi, koncesionar sve svoje zahtjeve rješava izravno s političarima.

Na taj način je javni monopol postupno postao privatni. Jedan od politički dobivenih aneksa koncesijskog ugovora je i klauzula koja smanjenje broja letova i stečaj Croatia Airlinesa definira kao rizik kojeg će koncesionaru zračne luke nadoknaditi Republika Hrvatska. Tako je došlo do toga da Međunarodnu zračnu luku Zagreb uopće nije briga što će biti s Croatia Airlinesom. Država u opstanak nacionalnog prijevoznika ulijeva novac građana, a dio tog novca prelijeva se i stranom koncesionaru koji je Croatia Airlinesu odredio više naknade nego što će ih naplatiti irskom lowcosteru Ryanairu.

Naklonost javnosti

U normalnim okolnostima, politika bi imala problem s time da javni novac preko nacionalne tvrtke prelijeva u džep privatnog koncesionara. Međutim, politika razumije da dolazak Ryanaira u Hrvatsku ima veliku naklonost javnosti ljudi koje raduje najava mogućnosti jeftinijih putovanjana više destinacija. To je argument kojim MZLZ još jednom može stati pred davatelja koncesije i zatražiti smanjivanje iznosa koncesijske naknade. Uostalom, interes Hrvatske i jest da se njeno tržište otvori za Low Cost kompanije. One nisu samo avio-prijevoznici, nego su i prodavatelji turističkih kapaciteta jer u destinaciju dovode "opportunity traveler-e", ljude koji najprije prouče cijene putovanja pa onda odrede kamo će otputovati na tzv. city brake.

MZLZ je potrebi uvođenja jeftinijih prijevoznika mogla pristupiti drukčije, diferencijacijom cijena kroz korištenje stare aerodromske zgrade i platforme. S druge strane, propast Croatia Airlinesa njime financijski neće značiti ništa jer će pasti na teret građana, ali će takav događaj za državu ipak biti jak udarac jer će neka područja, poput dubrovačkog, biti prometno izolirana.

Rješenje cijelog problema bilo bi u postupnom povratku na početne postavke koncesijskog ugovora. Ako ni u čemu drugome, onda u povratku kompetencija Project Management Unit-u, odnosno stručnjacima koji su ostali u državnoj tvrtki Zračna luka Zagreb, a danas su svedeni na povremene savjetnike državne administracije.

Croatia Airlines je u ponedjeljak od Međunarodne zračne luke Zagreb (MZLZ) zatražila izjednačavanje uvjeta korištenja zračne luke s onima ponuđenima Ryanairu koji je nedavno najavio otvaranje baze u Zagrebu.

Da je Croatia Airlines u 2019. godini imala iste uvjete koje je sada dobio Ryanair, MZLZ-u bi platila 135,4 milijuna kuna manje nego što je stvarno platila, a to bi značilo da bi umjesto iskazanog neto gubitka od oko 80 milijuna kuna, u toj godini iskazala neto dobit veću od 55 milijuna kuna. Zbog čega, dakle, zagrebačka zračna luka Ryanairu namjerava ponuditi jeftiniju cijenu usluge nego nacionalnom zračnom prijevozniku?

Ponašanje francuskog koncesionara usko je vezano s ustupcima koje je dobio od Vlade premijera Milanovića, u vrijeme dok je ministar prometa bio Siniša Hajdaš Dončić. Izvorni koncesijski ugovor pretrpio je najmanje 14 aneksa, a jedan od prvih predstavlja izravno pogodovanje vezano uz visinu putničkih naknada. Istraga ovakvog pogodovanja neminovno bi dovela do neugodnog vanjskopolitičkog skandala kojeg Hrvatska sebi ne može dopustiti, ali to ne znači da cijelu stvar treba zaboraviti.

Značajni gubici

Naime, u koncesijskom postupku svim je interesentima pismenim putem izričito rečeno da povećavanje putničkih naknada nakon potpisivanja ugovora - neće biti odobreno. Upravo taj odgovor financijsku je konstrukciju učinio neprivlačnom svima osim francuskom konzorciju koji je, očito, bio bolje informiran.

Samo tri mjeseca nakon što su preuzeli aerodrom, u prosincu 2012, Francuzi su dobili odobrenje da naknadu za zaštitu zračnog prometa s 3 podignu na 6,5 eura po putniku, odnosno, višestruko iznad svih okolnih aerodroma kojima u ovom trenutku upravlja truski TAV, koji opertativno upravlja i MZLZ. U kolovozu 2013., samo 12 dana od primitka zahtjeva, odobreno im je i značajno povećanje aerodromske naknade po dolazećem putniku. Osoba koja je odluku potpisala u ime Agencije za civilno zrakoplovstvo postala je znakovitih devet mjeseci nakon tog svečanog čina direktorom aerodromskih operacija na MZLZ.

Unatoč povlasticama, unatoč svim aneksima koje im je politika odobrila, MZLZ je u godini prije korone (2019.) bila jedini aerodrom u Hrvatskoj koji je poslovao s gubitkom. U međuvremenu se dogodio i pandemijski pad prometa, koji je MZLZ opet pogodio više nego bilo koji drugi aerodrom u Hrvatskoj. Broj putnika pao im je za jednu decimalu manje od 27 posto. Pritom je veoma značajan gubitak interkontinentalnih putnika koji su im olakšica pri određivanju koncesijske naknade koji imaju platiti.

Koncesijskim ugovorom izvorno je predviđeno da provođenje tog ugovora kontrolira Project Management Unit (PMU) kojeg u naravi predstavlja državna tvrtka Zračna luka Zagreb u kojoj radi nekolicina vrhunskih eksperata. U praksi, koncesionar sve svoje zahtjeve rješava izravno s političarima.

Na taj način je javni monopol postupno postao privatni. Jedan od politički dobivenih aneksa koncesijskog ugovora je i klauzula koja smanjenje broja letova i stečaj Croatia Airlinesa definira kao rizik kojeg će koncesionaru zračne luke nadoknaditi Republika Hrvatska. Tako je došlo do toga da Međunarodnu zračnu luku Zagreb uopće nije briga što će biti s Croatia Airlinesom. Država u opstanak nacionalnog prijevoznika ulijeva novac građana, a dio tog novca prelijeva se i stranom koncesionaru koji je Croatia Airlinesu odredio više naknade nego što će ih naplatiti irskom lowcosteru Ryanairu.

Naklonost javnosti

U normalnim okolnostima, politika bi imala problem s time da javni novac preko nacionalne tvrtke prelijeva u džep privatnog koncesionara. Međutim, politika razumije da dolazak Ryanaira u Hrvatsku ima veliku naklonost javnosti ljudi koje raduje najava mogućnosti jeftinijih putovanjana više destinacija. To je argument kojim MZLZ još jednom može stati pred davatelja koncesije i zatražiti smanjivanje iznosa koncesijske naknade. Uostalom, interes Hrvatske i jest da se njeno tržište otvori za Low Cost kompanije. One nisu samo avio-prijevoznici, nego su i prodavatelji turističkih kapaciteta jer u destinaciju dovode "opportunity traveler-e", ljude koji najprije prouče cijene putovanja pa onda odrede kamo će otputovati na tzv. city brake.

MZLZ je potrebi uvođenja jeftinijih prijevoznika mogla pristupiti drukčije, diferencijacijom cijena kroz korištenje stare aerodromske zgrade i platforme. S druge strane, propast Croatia Airlinesa njime financijski neće značiti ništa jer će pasti na teret građana, ali će takav događaj za državu ipak biti jak udarac jer će neka područja, poput dubrovačkog, biti prometno izolirana.

Rješenje cijelog problema bilo bi u postupnom povratku na početne postavke koncesijskog ugovora. Ako ni u čemu drugome, onda u povratku kompetencija Project Management Unit-u, odnosno stručnjacima koji su ostali u državnoj tvrtki Zračna luka Zagreb, a danas su svedeni na povremene savjetnike državne administracije.
