Profesor Berto Šalaj s Fakulteta političkih znanosti u Zagrebu, komunikacijska stručnjakinja Nikolina Borčić i ustavnopravni stručnjak Mato Palić s osječkog Pravnog fakulteta gostovali su u emisiji Hrvatskog radija "U mreži Prvog" i analizirali najavljene izmjene Zakona o obrani.

Šalaj je komentirao suradnju Zorana MIlanovića i Andreja Plenkovića te rekao kako u hrvatskom političkom sustavu imamo dvoglavu izvršnu vlast, koja je određena Ustavom.

- Činjenica je da nikoga ne možete prisiliti na suradnju. Kad imate dva karaktera kao što su Zoran Milanović i Andrej Plenković, onda možete mijenjati Zakon o obrani, možete pojašnjavati određene stvari, ali ako vam stoji odredba u vanjskoj politici da Vlada i predsjednik Republike zajedno surađuju i kreiraju vanjsku politiku, pitanje je - kako ih je moguće natjerati da u tome surađuju. Već neko vrijeme govorim da treba razmisliti je li nam takva dvoglava vlast dobra. U situaciji u kojoj imamo ovakav odnos snaga, očekujem da će se to nastaviti, rekao je.

Naglasio je da su prijedlozi izmjena Zakona o obrani, kao i budući sukobi, samo crtice i svjedočit ćemo tome u predstojećem razdoblju, gdje premijer, ministar obrane i predsjednik države ne žele surađivati.

- To dovodi do blokade hrvatskog političkog sustava. Predsjednik ima ovlasti u segmentima koji nisu toliko važne za običan život ljudi. Tu ključnu ulogu ima Vlada. Očekujem da će se sukobi nastaviti u idućem razdoblju. Oni su u jednoj poziciji gdje jedni drugima ne mogu nauditi, rekao je Šalaj.

Na pitanje je li Milanoviću jedini cilj destabilizacija institucija i Vlade parlamentarne veličine Nikolina Borčić je rekla da kad god pomislimo da je komunikacija između Milanovića i Plenkovića došla do vrhunca, oni sve iznenade.

- Žalosno je da je u Hrvatskoj performans zamijenio sadržaj i da takva komunikacija očito neće prestati. Ne očekujem promjenu u suradnji. Doima se da se neke teme potiču da se Milanović i Plenković nadmeću čiji je stav važniji, bitniji i bolji za Hrvatsku. U vrijeme krize energenata to ljudima samo stvara osjećaj nesigurnosti, rekla je.

Šalaj je istaknuo kako mu se čini da se Milanović probudio iz nekog dugog zimskog sna vezano za položaj Hrvata u BiH.

- Od ranije znamo da su Hrvati u BiH marginalizirani i da je izborni sustav takav da omogućava Bošnjacima da biraju Hrvatima člana predsjedništva. To se nije prvi put dogodilo 2018. godine kad je izabran Željko Komšić, nego 2006. pa ponovno 2010. kad je aktualni predsjednik Milanović podržavao Željka Komšića. Kako bi Zoran Milanović iz 2022. godine nazvao Zorana Milanovića iz 2010.? Je li to neki mega izdajnik? To je zaista dobro pitanje. Nije sporno i ne postoji relevantan politički akter u Hrvatskoj koji nije svjestan da se situacija u BiH po tom pitanju mora mijenjati. Mislim da je HDZ-ova i SDP-ova politika prema Hrvatima u BiH bila izrazito neučinkovita, naglasio je.

Šalaj smatra da ako želite mijenjati Hrvatsku, ako zemljom vladaju "banda i lopovi", kao što Milanović govori, onda bi logično bilo da se uključite u političku borbu na idućim parlamentarnim izborima.

- Mislim da se to neće dogoditi. Sve što Zoran Milanović radi posljednica je činjenice da javnosti želi pokazati kako on najbolje razumije politiku, kako je on jedini zaštitnik hrvatske suverenosti hrvatskog naroda. Kad netko nije s njim, onda nije protivnik, nego je izdajnik, istaknuo je Šalaj za HRT.

Profesor Berto Šalaj s Fakulteta političkih znanosti u Zagrebu, komunikacijska stručnjakinja Nikolina Borčić i ustavnopravni stručnjak Mato Palić s osječkog Pravnog fakulteta gostovali su u emisiji Hrvatskog radija "U mreži Prvog" i analizirali najavljene izmjene Zakona o obrani.

Šalaj je komentirao suradnju Zorana MIlanovića i Andreja Plenkovića te rekao kako u hrvatskom političkom sustavu imamo dvoglavu izvršnu vlast, koja je određena Ustavom.

- Činjenica je da nikoga ne možete prisiliti na suradnju. Kad imate dva karaktera kao što su Zoran Milanović i Andrej Plenković, onda možete mijenjati Zakon o obrani, možete pojašnjavati određene stvari, ali ako vam stoji odredba u vanjskoj politici da Vlada i predsjednik Republike zajedno surađuju i kreiraju vanjsku politiku, pitanje je - kako ih je moguće natjerati da u tome surađuju. Već neko vrijeme govorim da treba razmisliti je li nam takva dvoglava vlast dobra. U situaciji u kojoj imamo ovakav odnos snaga, očekujem da će se to nastaviti, rekao je.

Naglasio je da su prijedlozi izmjena Zakona o obrani, kao i budući sukobi, samo crtice i svjedočit ćemo tome u predstojećem razdoblju, gdje premijer, ministar obrane i predsjednik države ne žele surađivati.

- To dovodi do blokade hrvatskog političkog sustava. Predsjednik ima ovlasti u segmentima koji nisu toliko važne za običan život ljudi. Tu ključnu ulogu ima Vlada. Očekujem da će se sukobi nastaviti u idućem razdoblju. Oni su u jednoj poziciji gdje jedni drugima ne mogu nauditi, rekao je Šalaj.

Na pitanje je li Milanoviću jedini cilj destabilizacija institucija i Vlade parlamentarne veličine Nikolina Borčić je rekla da kad god pomislimo da je komunikacija između Milanovića i Plenkovića došla do vrhunca, oni sve iznenade.

- Žalosno je da je u Hrvatskoj performans zamijenio sadržaj i da takva komunikacija očito neće prestati. Ne očekujem promjenu u suradnji. Doima se da se neke teme potiču da se Milanović i Plenković nadmeću čiji je stav važniji, bitniji i bolji za Hrvatsku. U vrijeme krize energenata to ljudima samo stvara osjećaj nesigurnosti, rekla je.

Šalaj je istaknuo kako mu se čini da se Milanović probudio iz nekog dugog zimskog sna vezano za položaj Hrvata u BiH.

- Od ranije znamo da su Hrvati u BiH marginalizirani i da je izborni sustav takav da omogućava Bošnjacima da biraju Hrvatima člana predsjedništva. To se nije prvi put dogodilo 2018. godine kad je izabran Željko Komšić, nego 2006. pa ponovno 2010. kad je aktualni predsjednik Milanović podržavao Željka Komšića. Kako bi Zoran Milanović iz 2022. godine nazvao Zorana Milanovića iz 2010.? Je li to neki mega izdajnik? To je zaista dobro pitanje. Nije sporno i ne postoji relevantan politički akter u Hrvatskoj koji nije svjestan da se situacija u BiH po tom pitanju mora mijenjati. Mislim da je HDZ-ova i SDP-ova politika prema Hrvatima u BiH bila izrazito neučinkovita, naglasio je.

Šalaj smatra da ako želite mijenjati Hrvatsku, ako zemljom vladaju "banda i lopovi", kao što Milanović govori, onda bi logično bilo da se uključite u političku borbu na idućim parlamentarnim izborima.

- Mislim da se to neće dogoditi. Sve što Zoran Milanović radi posljednica je činjenice da javnosti želi pokazati kako on najbolje razumije politiku, kako je on jedini zaštitnik hrvatske suverenosti hrvatskog naroda. Kad netko nije s njim, onda nije protivnik, nego je izdajnik, istaknuo je Šalaj za HRT.

Profesor Berto Šalaj s Fakulteta političkih znanosti u Zagrebu, komunikacijska stručnjakinja Nikolina Borčić i ustavnopravni stručnjak Mato Palić s osječkog Pravnog fakulteta gostovali su u emisiji Hrvatskog radija "U mreži Prvog" i analizirali najavljene izmjene Zakona o obrani.

Šalaj je komentirao suradnju Zorana MIlanovića i Andreja Plenkovića te rekao kako u hrvatskom političkom sustavu imamo dvoglavu izvršnu vlast, koja je određena Ustavom.

- Činjenica je da nikoga ne možete prisiliti na suradnju. Kad imate dva karaktera kao što su Zoran Milanović i Andrej Plenković, onda možete mijenjati Zakon o obrani, možete pojašnjavati određene stvari, ali ako vam stoji odredba u vanjskoj politici da Vlada i predsjednik Republike zajedno surađuju i kreiraju vanjsku politiku, pitan...
