Zagrebački ugostitelji koji su za svoje terase na parkirališnim mjestima do sada plaćali 5016 kuna godišnje, sada bi trebali platiti gotovo deset puta više - 48 tisuća kuna. Prijedlog je iz nacrta Pravilnika o kriterijima za određivanje zakupnina i naknada za korištenje površine javne namjene za postavljanje kioska, pokretnih naprava, privremenih građevina, građevina i uređaja javne namjene, organiziranje manifestacija i snimanja koji je do srijede bio na javnom savjetovanju.

Prema njemu, naknada za terase na parkinzima više se ne bi računala tako da se zauzeta površina pomnoži s jediničknim iznosom naknada, kao što je slučaj za najam drugih površina. Ugostitelji bi pak plaćali naknadu za rezervaciju parkirnih mjesta koja za prvu zonu iznosi 4000 kuna mjesečno, piše Jutarnji.hr.

Za usporedbu, oni koji su odlučili cijelu godinu u prvoj zoni imati otvorene terase, plaćali su mjesečno 38 kuna po metru kvadratnom. Ako uzmemo u obzir da su minimalne dimenzije parkirnog mjesta 2 x 5.5 metara, to znači da su 11 m2 terase na jednom parkirnom mjestu, ugostitelji prije morali platiti 418 kuna mjesečno, odnosno 5016 kuna godišnje. Dakli, za godinu dana plaćali su tisuću kuna veći iznos od onog koji bi uskoro trebali plaćati svaki mjesec. Zaključak o visini i načinu plaćanja naknade za uporabu rezerviranih parkirališnih mjesta previđa popust od 15 posto za one koji cijeli godišnji iznos plate odjednom, ali su razlike u cijeni i dalje značajne.

Time se nastavlja zagrebačka drama oko terasa. Nakon što su ugostitelji u ulicama oko Cvjetnog trga u ožujku trebali suziti dimenzije svojih terasa, a bilo je i slučajeva kada su u drugim dijelovima grada neki trebali potpuno ukloniti terase s parkirnih mjesta, Grad sada predlaže i ovaj novi način obračuna cijene koje će morati platiti oni koji svoje otvorene terase imaju na parkiralištima. U obrazloženju izmjena naglasili su da se osim te razlike, mijenja i obračun cijene naknade za druge otvorene terase koje ne zauzimaju parkirna mjesta.

- Propisuje se da se mjesečna naknada obračunava jednako neovisno o bruto površini otvorene terase - objašnjavaju. Pravilnik je, naime, do sada razlikovao terase površine do 50 kvadratnih metara i terase veće od toga pa se razlikovao i način izračuna cijene najma.

Ivan Tadić, tajnik Udruženja ugostitelja Zagreb, potvrdio je da su pratili javno savjetovanje o ovom nacrtu te da su Gradu uputili svoj osvrt na predložene novitete. U srijedu je ujedno održan Forum zagrebačkih ugostitelja na kojem su raspravljali o pitanjima poreznog rasterećenja, važnosti neoporezivog tretmana napojnice, nedostatku radne snage pa su se dotaknuli i ovog gradskog prijedloga. Na Forumu su stigli ugostitelji iz drugih dijelova Hrvatske, ali i direktorica Turističke zajednice grada Zagreba, predsjednik Hrvatske obrtničke komore te gradonačelnik Tomislav Tomašević kojem su iznijeli svoj stav.

- Radi se o velikom povećanju, a ugostitelji nemaju velikog prostora za prilagodbe pa tražimo da se povećanje uskladi s našim mogućnostima s obzirom na tržišnu situaciju. Ako se već nastoji ići na ovu promjenu, onda predlažemo da do nje dođe postepeno kroz nekoliko godina – govori Tadić.

Period prilagodbe od ključne je važnosti jer bi se prema prvom prijedlogu nove cijene trebale primjenjivati od 1. siječnja., a tvrde da bi bilo korisno osmisliti i neku vrstu kompenzacijskih mjesta kako bi se terasa s parkinga mogla prebaciti na drugu površinu u blizini. Jer terase nisu važne samo ugostiteljima, ističe Tadić, već stvaraju i vizuru i turističku sliku grada. Osim toga, primijetili su da su se zbog pandemije promijenile navike gostiju – preferiraju bezgotovinsko plaćanja, a i zimi radije u piću uživaju na terasama.

- S gradonačelnikom smo dogovorili da će se osnovati radna skupina za upravljanje javnim površinama u gospodarske svrhe u kojoj će ugostitelji imati svog predstavnika – otkriva tajnik Udruženja.

Svoj prijedlog predstavnika su već poslali, radna skupina trebala bi se osnovati ovaj tjedan, a za desetak dana krenuti s radom.

- Drago nam je da je Grad prepoznao važnost jačanja dijaloga jer je, s obzirom na sve izazove s kojima se svakodnevno susrećemo, ta suradnja ključna – rekao je Ivan Tadić.

Zagrebački ugostitelji koji su za svoje terase na parkirališnim mjestima do sada plaćali 5016 kuna godišnje, sada bi trebali platiti gotovo deset puta više - 48 tisuća kuna. Prijedlog je iz nacrta Pravilnika o kriterijima za određivanje zakupnina i naknada za korištenje površine javne namjene za postavljanje kioska, pokretnih naprava, privremenih građevina, građevina i uređaja javne namjene, organiziranje manifestacija i snimanja koji je do srijede bio na javnom savjetovanju.

Prema njemu, naknada za terase na parkinzima više se ne bi računala tako da se zauzeta površina pomnoži s jediničknim iznosom naknada, kao što je slučaj za najam drugih površina. Ugostitelji bi pak plaćali naknadu za rezervaciju parkirnih mjesta koja za prvu zonu iznosi 4000 kuna mjesečno, piše Jutarnji.hr.

Za usporedbu, oni koji su odlučili cijelu godinu u prvoj zoni imati otvorene terase, plaćali su mjesečno 38 kuna po metru kvadratnom. Ako uzmemo u obzir da su minimalne dimenzije parkirnog mjesta 2 x 5.5 metara, to znači da su 11 m2 terase na jednom parkirnom mjestu, ugostitelji prije morali platiti 418 kuna mjesečno, odnosno 5016 kuna godišnje. Dakli, za godinu dana plaćali su tisuću kuna veći iznos od onog koji bi uskoro trebali plaćati svaki mjesec. Zaključak o visini i načinu plaćanja naknade za uporabu rezerviranih parkirališnih mjesta previđa popust od 15 posto za one koji cijeli godišnji iznos plate odjednom, ali su razlike u cijeni i dalje značajne.

Time se nastavlja zagrebačka drama oko terasa. Nakon što su ugostitelji u ulicama oko Cvjetnog trga u ožujku trebali suziti dimenzije svojih terasa, a bilo je i slučajeva kada su u drugim dijelovima grada neki trebali potpuno ukloniti terase s parkirnih mjesta, Grad sada predlaže i ovaj novi način obračuna cijene koje će morati platiti oni koji svoje otvorene terase imaju na parkiralištima. U obrazloženju izmjena naglasili su da se osim te razlike, mijenja i obračun cijene naknade za druge otvorene terase koje ne zauzimaju parkirna mjesta.

- Propisuje se da se mjesečna naknada obračunava jednako neovisno o bruto površini otvorene terase - objašnjavaju. Pravilnik je, naime, do sada razlikovao terase površine do 50 kvadratnih metara i terase veće od toga pa se razlikovao i način izračuna cijene najma.

Ivan Tadić, tajnik Udruženja ugostitelja Zagreb, potvrdio je da su pratili javno savjetovanje o ovom nacrtu te da su Gradu uputili svoj osvrt na predložene novitete. U srijedu je ujedno održan Forum zagrebačkih ugostitelja na kojem su raspravljali o pitanjima poreznog rasterećenja, važnosti neoporezivog tretmana napojnice, nedostatku radne snage pa su se dotaknuli i ovog gradskog prijedloga. Na Forumu su stigli ugostitelji iz drugih dijelova Hrvatske, ali i direktorica Turističke zajednice grada Zagreba, predsjednik Hrvatske obrtničke komore te gradonačelnik Tomislav Tomašević kojem su iznijeli svoj stav.

- Radi se o velikom povećanju, a ugostitelji nemaju velikog prostora za prilagodbe pa tražimo da se povećanje uskladi s našim mogućnostima s obzirom na tržišnu situaciju. Ako se već nastoji ići na ovu promjenu, onda predlažemo da do nje dođe postepeno kroz nekoliko godina – govori Tadić.

Period prilagodbe od ključne je važnosti jer bi se prema prvom prijedlogu nove cijene trebale primjenjivati od 1. siječnja., a tvrde da bi bilo korisno osmisliti i neku vrstu kompenzacijskih mjesta kako bi se terasa s parkinga mogla prebaciti na drugu površinu u blizini. Jer terase nisu važne samo ugostiteljima, ističe Tadić, već stvaraju i vizuru i turističku sliku grada. Osim toga, primijetili su da su se zbog pandemije promijenile navike gostiju – preferiraju bezgotovinsko plaćanja, a i zimi radije u piću uživaju na terasama.

- S gradonačelnikom smo dogovorili da će se osnovati radna skupina za upravljanje javnim površinama u gospodarske svrhe u kojoj će ugostitelji imati svog predstavnika – otkriva tajnik Udruženja.

Svoj prijedlog predstavnika su već poslali, radna skupina trebala bi se osnovati ovaj tjedan, a za desetak dana krenuti s radom.

- Drago nam je da je Grad prepoznao važnost jačanja dijaloga jer je, s obzirom na sve izazove s kojima se svakodnevno susrećemo, ta suradnja ključna – rekao je Ivan Tadić.
