Udruga "Sunce" objavila je na svojim stranicama prijedloge, mišljenja i primjedbe na nacrt "Plana upravljanja Park-šumom Marjan 2022. - 2032." koji je naručila Javna ustanova za upravljanje Park-šumom Marjan.

Udruga na početku ističe da podržava izradu i buduću provedbu plana upravljanja, ali napominje da nacrt plana, koji je bio na javnom uvidu, nije u potpunosti usklađen sa "Smjernicama za planiranje upravljanja zaštićenim područjima i/ili područjima ekološke mreže koje je izradilo" Ministarstvo gospodarstva i održivog razvoja, niti s primjerima dobre prakse.

- Održavanje samo jedne radionice za dionike nije dovoljno za provedbu kvalitetnog konzultacijskog procesa, posebice jer je riječ o prostoru koji se intenzivno koristi od strane građana, raznih institucija i organizacija, u kojem su prisutni brojni problemi i konflikti i koji se nalazi u drugom najvećem gradu u Hrvatskoj te je iznimno bitan za veliki broj dionika. Na goruća pitanja vezana za stanovanje, gradnju i komunalnu infrastrukturu na području Park-šume Marjan trebalo se jasnije osvrnuti, budući da su to faktori koji značajno utječu na održivost upravljanja ovim područjem - napominju u "Suncu".

Adrenalinski park

Nadalje, ističe se da vlasnička struktura same šume nije regulirana, a utječe na obveze upravljanja i financiranja upravljanja park-šumom. Rješavanje vlasništva, smatraju u "Suncu", esencijalno je za potpunu realizaciju plana upravljanja.

- Unutar plana predviđena je aktivnost otkupa poljoprivrednog zemljišta u svrhu očuvanja travnjaka, no nije navedena procijenjena kvadratura, lokacija niti parametri koji bi pokazali na koji način Javna ustanova planira trošiti novac na otkup zemljišta. S obzirom na to da je vlasništvo postojećih "javnih" parcela upitno (Grad Split ili pak Republika Hrvatska), postavlja se pitanje tko će se upisati kao vlasnik, odnosno tko će platiti kupoprodajnu cijenu - pitaju se u Udruzi.

U "Suncu" drže da većina aktivnosti predviđena ovim planom nije dovoljno detaljna i jasna te je teško razumjeti čime će se konkretno baviti. Kao primjer ističu da nije jasno planira li se realizacija adrenalinskog parka, zip-linea i paintball terena unutar aktivnosti koje se odnose na posjetiteljsku infrastrukturu, te dodaju da Udruga "Sunce" ne podržava izgradnju ovih sadržaja unutar zaštićene park-šume.

Financijski plan

Primjedbe se odnose i na financijski dio plana. "Prilikom određivanja financija ujedno je potrebno predvidjeti i povećanje ljudskih resursa. Unutar ovog plana vrlo se malo govori o tome gdje će biti usmjerena ulaganja u sljedećih 10 godina. Uzimajući u obzir da nije navedeno koliki su godišnji prihodi i rashodi Javne ustanove, navedene iznose nemoguće je staviti u ikakav kontekst te procijeniti realnost buduće provedbe ovog plana upravljanja”.

- Također, nedostaju podaci o broju trenutačnih djelatnika po svakom radnom mjestu i ustrojstvenoj jedinici, pregled nekretnina i pokretnina u vlasništvu Javne ustanove. Bez ovih podataka nije moguće ocijeniti je li plan realno postavljen i u skladu s kapacitetima. Plan upravljanja ujedno služi i za povećanje transparentnosti rada Javne ustanove, stoga smatramo važnim da javnost ima uvid u njezino poslovanje i kapacitete - napominju u Udruzi "Sunce".

Svoje komentare Udruga "Sunce" završava izražavajući nadu da će Javna ustanova poboljšati nacrt plana upravljanja sukladno nacionalnim smjernicama i komentarima s javnog uvida, te čim prije usvojiti ovaj strateški dokument koji je "osnova za unaprjeđenje transparentnosti i učinkovitosti upravljanja Park-šumom Marjan, zelenom oazom i plućima grada Splita".

Udruga "Sunce" objavila je na svojim stranicama prijedloge, mišljenja i primjedbe na nacrt "Plana upravljanja Park-šumom Marjan 2022. - 2032." koji je naručila Javna ustanova za upravljanje Park-šumom Marjan.

Udruga na početku ističe da podržava izradu i buduću provedbu plana upravljanja, ali napominje da nacrt plana, koji je bio na javnom uvidu, nije u potpunosti usklađen sa "Smjernicama za planiranje upravljanja zaštićenim područjima i/ili područjima ekološke mreže koje je izradilo" Ministarstvo gospodarstva i održivog razvoja, niti s primjerima dobre prakse.

- Održavanje samo jedne radionice za dionike nije dovoljno za provedbu kvalitetnog konzultacijskog procesa, posebice jer je riječ o prostoru koji se intenzivno koristi od strane građana, raznih institucija i organizacija, u kojem su prisutni brojni problemi i konflikti i koji se nalazi u drugom najvećem gradu u Hrvatskoj te je iznimno bitan za veliki broj dionika. Na goruća pitanja vezana za stanovanje, gradnju i komunalnu infrastrukturu na području Park-šume Marjan trebalo se jasnije osvrnuti, budući da su to faktori koji značajno utječu na održivost upravljanja ovim područjem - napominju u "Suncu".

Adrenalinski park

Nadalje, ističe se da vlasnička struktura same šume nije regulirana, a utječe na obveze upravljanja i financiranja upravljanja park-šumom. Rješavanje vlasništva, smatraju u "Suncu", esencijalno je za potpunu realizaciju plana upravljanja.

- Unutar plana predviđena je aktivnost otkupa poljoprivrednog zemljišta u svrhu očuvanja travnjaka, no nije navedena procijenjena kvadratura, lokacija niti parametri koji bi pokazali na koji način Javna ustanova planira trošiti novac na otkup zemljišta. S obzirom na to da je vlasništvo postojećih "javnih" parcela upitno (Grad Split ili pak Republika Hrvatska), postavlja se pitanje tko će se upisati kao vlasnik, odnosno tko će platiti kupoprodajnu cijenu - pitaju se u Udruzi.

U "Suncu" drže da većina aktivnosti predviđena ovim planom nije dovoljno detaljna i jasna te je teško razumjeti čime će se konkretno baviti. Kao primjer ističu da nije jasno planira li se realizacija adrenalinskog parka, zip-linea i paintball terena unutar aktivnosti koje se odnose na posjetiteljsku infrastrukturu, te dodaju da Udruga "Sunce" ne podržava izgradnju ovih sadržaja unutar zaštićene park-šume.

Financijski plan

Primjedbe se odnose i na financijski dio plana. "Prilikom određivanja financija ujedno je potrebno predvidjeti i povećanje ljudskih resursa. Unutar ovog plana vrlo se malo govori o tome gdje će biti usmjerena ulaganja u sljedećih 10 godina. Uzimajući u obzir da nije navedeno koliki su godišnji prihodi i rashodi Javne ustanove, navedene iznose nemoguće je staviti u ikakav kontekst te procijeniti realnost buduće provedbe ovog plana upravljanja”.

- Također, nedostaju podaci o broju trenutačnih djelatnika po svakom radnom mjestu i ustrojstvenoj jedinici, pregled nekretnina i pokretnina u vlasništvu Javne ustanove. Bez ovih podataka nije moguće ocijeniti je li plan realno postavljen i u skladu s kapacitetima. Plan upravljanja ujedno služi i za povećanje transparentnosti rada Javne ustanove, stoga smatramo važnim da javnost ima uvid u njezino poslovanje i kapacitete - napominju u Udruzi "Sunce".

Svoje komentare Udruga "Sunce" završava izražavajući nadu da će Javna ustanova poboljšati nacrt plana upravljanja sukladno nacionalnim smjernicama i komentarima s javnog uvida, te čim prije usvojiti ovaj strateški dokument koji je "osnova za unaprjeđenje transparentnosti i učinkovitosti upravljanja Park-šumom Marjan, zelenom oazom i plućima grada Splita".
