Splićani u posljednje vrijeme, a posebice vikendom, dojavljuju nam čitatelji, loše spavaju. Odmor im remete sve učestaliji kućni tulumi koji, budući da noćni klubovi i diskoteke ne rade, traju do ranih jutarnjih sati.

Stanje je, kažu nam, vikendima neizdrživo. Čim se dokopaju praznoga stana, mladi Splićani, čini se, organiziraju tulume. A kako se u društvu lakše opustiti i zaboraviti na pravila kućnoga reda, s njima nerijetko prisilno feštaju i susjedi, ponekad i cijela zgrada.

- Svaki petak, subotu i nedjelju ista priča. Roditelji odu na Šoltu, a srednjoškolac okuplja ekipu. Mlad i pristojan dečko, ali sviraju harmoniku i pjevaju do tri ujutro! Zvonimo im, upozoravam, malo se stišaju i onda opet. Evo već četvrti vikend, već se cijeli portun zeza da smo sove, budni cijelu noć - svjedoči nam čitatelj sa Splita 3.

A što ako zovem policiju?

Pitamo ga je li zvao policiju. Odgovara kako mu je neugodno i kako time ništa neće riješiti.

- Jasno mi je da mladi nemaju gdje, vani je hladno i stan je najbolja i najsigurnija opcija. A što da im zovem policiju, samo ću ih u problem uvaliti, a policija ih na koncu može upozoriti kao i ja. Ne želim da ih privode, da provode noć u pritvoru ako ih je slučajno više nego što smije biti, no nekog reda mora biti. Mislim da mnogi stanovnici većih zgrada imaju problem, predlažem da ga riješimo na razini Grada. Neka im se organizira druženje na većem, otvorenom prostoru. Ovo je teror i za nas i za mlade koji se moraju družiti - govori nam čitatelj.

Kontaktirali smo stoga Policijsku upravu splitsko-dalmatinsku. Začudo, oni ne bilježe povećan broj prijava glasnih tuluma po stanovima. Očito, susjedi diljem grada bdiju noćima i pokazuju razumijevanje.

- Od početka godine na području Splita ne bilježimo pojavnost takvih ponašanja, odnosno povećanje broja događaja u smislu tuluma po stanovima i narušavanju javnog reda i mira. Naime, u navedenom periodu zabilježena su tek dva takva događaja. Od ukupno 146 prekršaja koji su evidentirani u prva dva mjeseca ove godine, najveći broj takvih prekršaja, njih 106, odnosi se na narušavanje javnog reda i mira na otvorenom prostoru. U istom razdoblju prošle godine evidentirano je ukupno 248 prekršaja od kojih se također većina, 191, odnosi na narušavanja javnog reda i mira na otvorenom prostoru - kažu iz policije. Dakle, prema njihovim podacima, lani je bilo više prijavljenih glasnih tuluma.

- Osim navedenog možemo izdvojiti i jedan događaj okupljanja u studentskom domu u vezi čega smo korisniku sobe koji je organizirao okupljanje,a na kojem je bilo više osoba, izdali prekršajni nalog, te nekoliko događaja narušavanja javnog reda i mira reproduciranjem glasne glazbe iz stanova, ali kako se u konkretnom radilo o vlasnicima ili korisnicima stanova u kojima osim njih nije bilo drugih osoba, takve događaje ne bismo mogli podvesti pod okupljanja ili tulume po stanovima - pojašnjavaju.

Dali su nam i naputke za građane.

- Građani mogu pozvati policiju ako osobe svojim ponašanjem narušavaju javni red i mir, nakon čega će policijski službenici izaći na teren i ovisno o utvrđenom poduzeti potrebne radnje sukladno ovlastima. U slučaju kada se na temelju utvrđenog činjeničnog stanja utvrdi sumnja u počinjenje prekršaja podnosi se optužni prijedlog nadležnom sudu koji donosi odluku o odgovornosti. Za napomenuti je i da sukladno Zakonu o vlasništvu i drugim stvarnim pravima, suvlasnici zgrade mogu donijeti vlastite odredbe o kućnom redu kojima također mogu propisati i pravila glede buke i galame, ali za provedbu tog propisa policija nije nadležna.

Splićani u posljednje vrijeme, a posebice vikendom, dojavljuju nam čitatelji, loše spavaju. Odmor im remete sve učestaliji kućni tulumi koji, budući da noćni klubovi i diskoteke ne rade, traju do ranih jutarnjih sati.

Stanje je, kažu nam, vikendima neizdrživo. Čim se dokopaju praznoga stana, mladi Splićani, čini se, organiziraju tulume. A kako se u društvu lakše opustiti i zaboraviti na pravila kućnoga reda, s njima nerijetko prisilno feštaju i susjedi, ponekad i cijela zgrada.

- Svaki petak, subotu i nedjelju ista priča. Roditelji odu na Šoltu, a srednjoškolac okuplja ekipu. Mlad i pristojan dečko, ali sviraju harmoniku i pjevaju do tri ujutro! Zvonimo im, upozoravam, malo se stišaju i onda opet. Evo već četvrti vikend, već se cijeli portun zeza da smo sove, budni cijelu noć - svjedoči nam čitatelj sa Splita 3.

A što ako zovem policiju?

Pitamo ga je li zvao policiju. Odgovara kako mu je neugodno i kako time ništa neće riješiti.

- Jasno mi je da mladi nemaju gdje, vani je hladno i stan je najbolja i najsigurnija opcija. A što da im zovem policiju, samo ću ih u problem uvaliti, a policija ih na koncu može upozoriti kao i ja. Ne želim da ih privode, da provode noć u pritvoru ako ih je slučajno više nego što smije biti, no nekog reda mora biti. Mislim da mnogi stanovnici većih zgrada imaju problem, predlažem da ga riješimo na razini Grada. Neka im se organizira druženje na većem, otvorenom prostoru. Ovo je teror i za nas i za mlade koji se moraju družiti - govori nam čitatelj.

Kontaktirali smo stoga Policijsku upravu splitsko-dalmatinsku. Začudo, oni ne bilježe povećan broj prijava glasnih tuluma po stanovima. Očito, susjedi diljem grada bdiju noćima i pokazuju razumijevanje.

- Od početka godine na području Splita ne bilježimo pojavnost takvih ponašanja, odnosno povećanje broja događaja u smislu tuluma po stanovima i narušavanju javnog reda i mira. Naime, u navedenom periodu zabilježena su tek dva takva događaja. Od ukupno 146 prekršaja koji su evidentirani u prva dva mjeseca ove godine, najveći broj takvih prekršaja, njih 106, odnosi se na narušavanje javnog reda i mira na otvorenom prostoru. U istom razdoblju prošle godine evidentirano je ukupno 248 prekršaja od kojih se također većina, 191, odnosi na narušavanja javnog reda i mira na otvorenom prostoru - kažu iz policije. Dakle, prema njihovim podacima, lani je bilo više prijavljenih glasnih tuluma.

- Osim navedenog možemo izdvojiti i jedan događaj okupljanja u studentskom domu u vezi čega smo korisniku sobe koji je organizirao okupljanje,a na kojem je bilo više osoba, izdali prekršajni nalog, te nekoliko događaja narušavanja javnog reda i mira reproduciranjem glasne glazbe iz stanova, ali kako se u konkretnom radilo o vlasnicima ili korisnicima stanova u kojima osim njih nije bilo drugih osoba, takve događaje ne bismo mogli podvesti pod okupljanja ili tulume po stanovima - pojašnjavaju.

Dali su nam i naputke za građane.

- Građani mogu pozvati policiju ako osobe svojim ponašanjem narušavaju javni red i mir, nakon čega će policijski službenici izaći na teren i ovisno o utvrđenom poduzeti potrebne radnje sukladno ovlastima. U slučaju kada se na temelju utvrđenog činjeničnog stanja utvrdi sumnja u počinjenje prekršaja podnosi se optužni prijedlog nadležnom sudu koji donosi odluku o odgovornosti. Za napomenuti je i da sukladno Zakonu o vlasništvu i drugim stvarnim pravima, suvlasnici zgrade mogu donijeti vlastite odredbe o kućnom redu kojima također mogu propisati i pravila glede buke i galame, ali za provedbu tog propisa policija nije nadležna.
