Prvi produljeni vikend nakon Uskrsa napunio je centar grada turistima. Dok su vodiči s grupama obilazili znamenitosti, drugi uživali u sladoledu i kavi ili fotografiji, na Vestibulu su se okupili političari i turistički djelatnici s glavnim tajnikom Svjetske turističke organizacije kako bi raspravili o balansu između kvalitete i kvantitete turizma. Sve je započelo pozdravom Dioklecijana na Peristilu. Na neki način, pozdravio je i početak sezone.

Brojke, barem za ožujak, potvrđuju ovaj dio o kvantiteti u turizmu. Split je u ožujku ostvario 26.353 dolaska, gotovo 9000 dolazaka više nego prošle godine i 5000 više nego 2019. To je rast od 20 posto u odnosu na tu rekordnu godinu. Što se tiče noćenja, porast je i veći nego kod dolazaka. U Splitu je u ožujku ove godine prijavljeno 67.012 noćenja, 13.000 više nego u isto vrijeme lani. Na području cijele županije statistika je nešto drugačija: dolazaka je manje nego 2019., no zato je ostvaren porast noćenja od 12 posto.
Takve brojke imaju pozitivan efekt na gospodarstvo, ali sa sobom nose i posljedice. Jedna od njih je ponašanje turista u centru grada, osobito u večernjim satima, zbog čega je baš Split često bio tema u medijima. Svi se još prisjećaju kupanja u fontani, nedoličnog ponašanja u staroj gradskoj jezgri, pretjerane konzumacije alkohola i opijata...

Zbog toga je Gradsko vijeće Grada Splita donijelo Odluku o komunalnom redu, koja je stupila na snagu kako bi se napravio balans između masovnog i održivog turizma. Konferencija na kojoj je sudjelovao glavni tajnik Svjetske turističke organizacije Zurab Pololikashvili bila je posvećena upravo tome.
– Dva su rješenja: s policijom i radom komunalnih redara sve se može riješiti. Drugo je rješenje podizanje cijena i okretanje luksuznom turizmu – odgovorio je tajnik UNWTO-a na naše pitanje.

Na pitanje se nadovezao gradonačelnik Ivica Puljak:
– Bio je problem prošle godine. Ali podizanje cijena negativno će utjecati na lokalno stanovništvo, zato sam za rješavanje problema na ovaj prvi način – istaknuo je splitski gradonačelnik
No je li samo Odluka o komunalnom redu dovoljno osiguranje, je li se pronašlo rješenje? – pitali smo.
– Mi uskoro donosimo odluku o redu u gradu Splitu koja će se nasloniti na Odluku o komunalnom redu kojom će se propisati mjere i propisi usklađeni s novim zakonom koji je donesen. Zaposlit ćemo još komunalnih redara i zaštitara da se brinu o redu, radit ćemo na edukaciji – kazao je Ivica Puljak.
Riječ je o već spomenutoj Odluci o komunalnom redu, koja bi se trebala uskladiti sa Zakonom o komunalnom gospodarstvu. Bile su potrebne skoro tri godine za donošenje odluke koja će biti u skladu sa Zakonom. Gradonačelnik nam je dao primjer kako bi to trebalo izgledati u praksi:
– Prvo bismo ih upozorili. Ako nas ne poslušaju, onda bismo kažnjavali. Nadamo se da će biti što manje kazni jer ne želimo postati represivan grad. Nećemo uvoditi ni turističku ni inozemnu policiju, nego ćemo pojačati broj komunalnih redara i zaštitara, kao i edukacije turističkih djelatnika – objasnio je Puljak.

Nažalost, odgovor na to koliko je komunalnih redara i zaštitara potrebno, te hoće li ih uspjeti pronaći i zaposliti dva mjeseca do početka sezone, nismo dobili. Zato je glavni tajnik UNWTO-a Zurab Pololikashvili dao primjer pozitivne prakse.
– To se događa svugdje. I u Barceloni ljudi piju, takav je i Berlin. Možda je to veći problem u Splitu jer je malen grad i nije kao, primjerice, New York. Kad ovdje dođe milijun turista, a pola ih pijano, onda se to vidi. Dobar je primjer Dubrovnik, koji je pronašao balans između overbookinga i dobre zarade – kazao je tajnik Svjetske turističke organizacije.
Na pitanje što je s ljudima koji i dalje žive u povijesnoj jezgri grada te kako uskladiti dva lica Splita, onoga kao turističke destinacije i kao grada za život ljudi, u centru grada, nismo dobili odgovor.

Prvi produljeni vikend nakon Uskrsa napunio je centar grada turistima. Dok su vodiči s grupama obilazili znamenitosti, drugi uživali u sladoledu i kavi ili fotografiji, na Vestibulu su se okupili političari i turistički djelatnici s glavnim tajnikom Svjetske turističke organizacije kako bi raspravili o balansu između kvalitete i kvantitete turizma. Sve je započelo pozdravom Dioklecijana na Peristilu. Na neki način, pozdravio je i početak sezone.

Brojke, barem za ožujak, potvrđuju ovaj dio o kvantiteti u turizmu. Split je u ožujku ostvario 26.353 dolaska, gotovo 9000 dolazaka više nego prošle godine i 5000 više nego 2019. To je rast od 20 posto u odnosu na tu rekordnu godinu. Što se tiče noćenja, porast je i veći nego kod dolazaka. U Splitu je u ožujku ove godine prijavljeno 67.012 noćenja, 13.000 više nego u isto vrijeme lani. Na području cijele županije statistika je nešto drugačija: dolazaka je manje nego 2019., no zato je ostvaren porast noćenja od 12 posto.
Takve brojke imaju pozitivan efekt na gospodarstvo, ali sa sobom nose i posljedice. Jedna od njih je ponašanje turista u centru grada, osobito u večernjim satima, zbog čega je baš Split često bio tema u medijima. Svi se još prisjećaju kupanja u fontani, nedoličnog ponašanja u staroj gradskoj jezgri, pretjerane konzumacije alkohola i opijata...

Zbog toga je Gradsko vijeće Grada Splita donijelo Odluku o komunalnom redu, koja je stupila na snagu kako bi se napravio balans između masovnog i održivog turizma. Konferencija na kojoj je sudjelovao glavni tajnik Svjetske turističke organizacije Zurab Pololikashvili bila je posvećena upravo tome.
– Dva su rješenja: s policijom i radom komunalnih redara sve se može riješiti. Drugo je rješenje podizanje cijena i okretanje luksuznom turizmu – odgovorio je tajnik UNWTO-a na naše pitanje.

Na pitanje se nadovezao gradonačelnik Ivica Puljak:
– Bio je problem prošle godine. Ali podizanje cijena negativno će utjecati na lokalno stanovništvo, zato sam za rješavanje problema na ovaj prvi način – istaknuo je splitski gradonačelnik
No je li samo Odluka o komunalnom redu dovoljno osiguranje, je li se pronašlo rješenje? – pitali smo.
– Mi uskoro donosimo odluku o redu u gradu Splitu koja će se nasloniti na Odluku o komunalnom redu kojom će se propisati mjere i propisi usklađeni s novim zakonom koji je donesen. Zaposlit ćemo još komunalnih redara i zaštitara da se brinu o redu, radit ćemo na edukaciji – kazao je Ivica Puljak.
Riječ je o već spomenutoj Odluci o komunalnom redu, koja bi se trebala uskladiti sa Zakonom o komunalnom gospodarstvu. Bile su potrebne skoro tri godine za donošenje odluke koja će biti u skladu sa Zakonom. Gradonačelnik nam je dao primjer kako bi to trebalo izgledati u praksi:
– Prvo bismo ih upozorili. Ako nas ne poslušaju, onda bismo kažnjavali. Nadamo se da će biti što manje kazni jer ne želimo postati represivan grad. Nećemo uvoditi ni turističku ni inozemnu policiju, nego ćemo pojačati broj komunalnih redara i zaštitara, kao i edukacije turističkih djelatnika – objasnio je Puljak.

Nažalost, odgovor na to koliko je komunalnih redara i zaštitara potrebno, te hoće li ih uspjeti pronaći i zaposliti dva mjeseca do početka sezone, nismo dobili. Zato je glavni tajnik UNWTO-a Zurab Pololikashvili dao primjer pozitivne prakse.
– To se događa svugdje. I u Barceloni ljudi piju, takav je i Berlin. Možda je to veći problem u Splitu jer je malen grad i nije kao, primjerice, New York. Kad ovdje dođe milijun turista, a pola ih pijano, onda se to vidi. Dobar je primjer Dubrovnik, koji je pronašao balans između overbookinga i dobre zarade – kazao je tajnik Svjetske turističke organizacije.
Na pitanje što je s ljudima koji i dalje žive u povijesnoj jezgri grada te kako uskladiti dva lica Splita, onoga kao turističke destinacije i kao grada za život ljudi, u centru grada, nismo dobili odgovor.
