Stanje u dječjem vrtiću “Žabica” u Otoku je kaotično. Odgojne grupe su prebukirane, voljom općinskog načelnika Dušana Đule se predškolskoj ustanovi iz općinskog proračuna mjesečno transferira 5308 eura, čime bi morali podmiriti sve troškove, od plaća do energije, hrane i svega ostalog. Iznos je isti danas, kada imaju više od 170 djece i tri “tete” više, kao i onda kada su imali 125 polaznika.

”Žabica” nema ustrojenu administraciju, slično kao ni Općina Otok, njezin osnivač. Samo je knjigovotkinja zaposlena na pola radnog vremena, a Anamarija Vuleta, vršiteljica dužnosti ravnateljice, ujedno je i jedna od odgojiteljica.

Zbog takvog stanja u “Žabici” je održana tematska sjednica Općinskog vijeća, na kojoj su se vijećnici većine (Nezavisna lista Dušana Đule) i oporbeni (HDZ i HSP 1861) složili da je stanje kaotično i da se mora mijenjati, a kada su za pojedine probleme upitali načelnika Đulu, dobili su izljev njegovih samohvala, šutnju ili poruku da će im odgovoriti u pisanom obliku.

Nezadovoljavajuće stanje u vrtiću nije od jučer. Nakon što je u ožujku prošle godine dugogodišnja ravnateljica podnijela ostavku, Upravno vijeće predložilo je novog kandidata koji nije dobio potporu većine u Općinskom vijeću. Od tada je na čelu Vuleta, bliska načelniku.

Nakon uvoda Marina Marijanovića, predsjednika otočkog Vijeća, koji je pobrojao probleme – dugovanja dobavljačima radi kojih je ustanovi bio isključivan telefon i internet, a pristižu im i opomene, zaostajanje u plaćama, čudna zapošljavanja, porast broja korisnika sa 125 na više od 170 što je, uz rast cijena, izazvalo porast troškova, Đula je uzvratio:

- Općina Otok otvorila je prozorčić u svijet boljitka i napretka i ja vjerujem u tu budućnost. Nema načina da se kod nas ugasi nada i dobra vjera. Živjeti u općini Otok je dar Božji. “Tete” mogu biti zadovoljne, vrtić je za sve besplatan i upisana su sva djeca. Jest da je vrtić prebukiran, ali zato smo otvorili odjel u Rudi, a gradimo i novi vrtić u Otoku.

Ravnateljica Vuleta složila se s izlaganjima općinskih čelnika i nije imala što dodati. Zato je imala što reći knjigovotkinja Maja Samardžić, koja je kazala da mjesečna donacija od 5308 eura iz lokalnog proračuna nije dovoljna, te da bi Općina, s obzirom na aktualne cijene hrane i usluga, trebala uplaćivati 10 tisuća eura mjesečno.

- Plaće u vrtiću smo do svibnja prošle godine redovito, automatikom, usklađivali s porastom plaća zaposlenika osnovnih škola. Od tada su u školama plaće tri puta porasle, a naše stoje - naglasila je Samardžić.

Upravno vijeće “Žabice” prihvatilo je i Općini dostavilo prijedlog za nove koeficijente i osnovicu, ali nikakve povratne informacije nema. Da osnivač ignorira Upravno vijeće, ustvrdila je i vijećnica Ivana Porobija (HSP 1861), koja je rekla da je “od svog djeteta, ali i drugih roditelja, čula da zbog prebukiranosti sva djeca nemaju gdje sjediti”.

Vijećnica Porobija podijelila je kolegama nalaz prosvjetne inspekcije iz studenoga prošle godine, u kojem je pobrojan niz problema i nedopustivih stanja. Tada je i ravnateljica kazala da postoje problemi, posebno stoga što imaju od 29 do 32 djeteta u skupinama.

- Jest tijesno, grupe nisu po pedagoškom standardu, ali nije istina da djeca nemaju gdje sjesti i posebno da nemaju što jesti - naglasila je v. d. ravnateljice.

Vijećnik Jure Grgat (HDZ) upitao je zašto se mališani, kada napune tri godine, selektivno primaju u vrtić. Ravnateljica je ustvrdila da to nije istina, da nitko poslije upisa nije primljen, a onda se ipak prisjetila da je jednoga dječaka primila u svoju skupinu.

U predškolskoj ustanovi, koja po načelniku Đuli nema nikakvih problema, nemaju administracije poput pravnika, tajnika ili slično. Vrtić ne provodi ni javnu nabavu uz obrazloženje da to nema tko raditi.

Kada je na upit predsjednika Marijanovića (izabran na Đulinoj listi, a zatim se sukobio s njim, op.a.), predsjednik Upravnog vijeća vrtića Tomislav Bilokapić opetovano potvrdio da je Vijeće u prošloj godini utvrdilo nove koeficijente za zaposlenike i osnovicu za obračun plaće i “protokoliralo” taj dokument u Općini, Marijanović je pitao Đulu: “Načelniče, zašto to nije došlo do Općinskog vijeća?”.

- Naš vrtić je dar Božji i nema nikakvih problema. Dobit ćete pisani odgovor. Vi imate najboljeg načelnika u Hrvatskoj. Kada umrem, sto godina poslije smrti određivat ću tko će biti općinski načelnik – zaključio je Đula.

Javno je pred nazočnima obećao da će zaposlenici vrtića za veljaču primiti uvećanu plaću, kao i zaostatke za siječanj, iako računovotkinji Samardžić nije znao objasniti kako bi ona to mogla obračunati bez odluke Općinskog vijeća o novoj osnovici i koeficijentima.

U međuvremenu smo saznali da su vrtić posjećivali brojni inspektori, kojih će sigurno biti još jer se već pišu nove predstavke.

Stanje u dječjem vrtiću “Žabica” u Otoku je kaotično. Odgojne grupe su prebukirane, voljom općinskog načelnika Dušana Đule se predškolskoj ustanovi iz općinskog proračuna mjesečno transferira 5308 eura, čime bi morali podmiriti sve troškove, od plaća do energije, hrane i svega ostalog. Iznos je isti danas, kada imaju više od 170 djece i tri “tete” više, kao i onda kada su imali 125 polaznika.

”Žabica” nema ustrojenu administraciju, slično kao ni Općina Otok, njezin osnivač. Samo je knjigovotkinja zaposlena na pola radnog vremena, a Anamarija Vuleta, vršiteljica dužnosti ravnateljice, ujedno je i jedna od odgojiteljica.

Zbog takvog stanja u “Žabici” je održana tematska sjednica Općinskog vijeća, na kojoj su se vijećnici većine (Nezavisna lista Dušana Đule) i oporbeni (HDZ i HSP 1861) složili da je stanje kaotično i da se mora mijenjati, a kada su za pojedine probleme upitali načelnika Đulu, dobili su izljev njegovih samohvala, šutnju ili poruku da će im odgovoriti u pisanom obliku.

Nezadovoljavajuće stanje u vrtiću nije od jučer. Nakon što je u ožujku prošle godine dugogodišnja ravnateljica podnijela ostavku, Upravno vijeće predložilo je novog kandidata koji nije dobio potporu većine u Općinskom vijeću. Od tada je na čelu Vuleta, bliska načelniku.

Nakon uvoda Marina Marijanovića, predsjednika otočkog Vijeća, koji je pobrojao probleme – dugovanja dobavljačima radi kojih je ustanovi bio isključivan telefon i internet, a pristižu im i opomene, zaostajanje u plaćama, čudna zapošljavanja, porast broja korisnika sa 125 na više od 170 što je, uz rast cijena, izazvalo porast troškova, Đula je uzvratio:

- Općina Otok otvorila je prozorčić u svijet boljitka i napretka i ja vjerujem u tu budućnost. Nema načina da se kod nas ugasi nada i dobra vjera. Živjeti u općini Otok je dar Božji. “Tete” mogu biti zadovoljne, vrtić je za sve besplatan i upisana su sva djeca. Jest da je vrtić prebukiran, ali zato smo otvorili odjel u Rudi, a gradimo i novi vrtić u Otoku.

Ravnateljica Vuleta složila se s izlaganjima općinskih čelnika i nije imala što dodati. Zato je imala što reći knjigovotkinja Maja Samardžić, koja je kazala da mjesečna donacija od 5308 eura iz lokalnog proračuna nije dovoljna, te da bi Općina, s obzirom na aktualne cijene hrane i usluga, trebala uplaćivati 10 tisuća eura mjesečno.

- Plaće u vrtiću smo do svibnja prošle godine redovito, automatikom, usklađivali s porastom plaća zaposlenika osnovnih škola. Od tada su u školama plaće tri puta porasle, a naše stoje - naglasila je Samardžić.

Upravno vijeće “Žabice” prihvatilo je i Općini dostavilo prijedlog za nove koeficijente i osnovicu, ali nikakve povratne informacije nema. Da osnivač ignorira Upravno vijeće, ustvrdila je i vijećnica Ivana Porobija (HSP 1861), koja je rekla da je “od svog djeteta, ali i drugih roditelja, čula da zbog prebukiranosti sva djeca nemaju gdje sjediti”.

Vijećnica Porobija podijelila je kolegama nalaz prosvjetne inspekcije iz studenoga prošle godine, u kojem je pobrojan niz problema i nedopustivih stanja. Tada je i ravnateljica kazala da postoje problemi, posebno stoga što imaju od 29 do 32 djeteta u skupinama.

- Jest tijesno, grupe nisu po pedagoškom standardu, ali nije istina da djeca nemaju gdje sjesti i posebno da nemaju što jesti - naglasila je v. d. ravnateljice.

Vijećnik Jure Grgat (HDZ) upitao je zašto se mališani, kada napune tri godine, selektivno primaju u vrtić. Ravnateljica je ustvrdila da to nije istina, da nitko poslije upisa nije primljen, a onda se ipak prisjetila da je jednoga dječaka primila u svoju skupinu.

U predškolskoj ustanovi, koja po načelniku Đuli nema nikakvih problema, nemaju administracije poput pravnika, tajnika ili slično. Vrtić ne provodi ni javnu nabavu uz obrazloženje da to nema tko raditi.

Kada je na upit predsjednika Marijanovića (izabran na Đulinoj listi, a zatim se sukobio s njim, op.a.), predsjednik Upravnog vijeća vrtića Tomislav Bilokapić opetovano potvrdio da je Vijeće u prošloj godini utvrdilo nove koeficijente za zaposlenike i osnovicu za obračun plaće i “protokoliralo” taj dokument u Općini, Marijanović je pitao Đulu: “Načelniče, zašto to nije došlo do Općinskog vijeća?”.

- Naš vrtić je dar Božji i nema nikakvih problema. Dobit ćete pisani odgovor. Vi imate najboljeg načelnika u Hrvatskoj. Kada umrem, sto godina poslije smrti određivat ću tko će biti općinski načelnik – zaključio je Đula.

Javno je pred nazočnima obećao da će zaposlenici vrtića za veljaču primiti uvećanu plaću, kao i zaostatke za siječanj, iako računovotkinji Samardžić nije znao objasniti kako bi ona to mogla obračunati bez odluke Općinskog vijeća o novoj osnovici i koeficijentima.

U međuvremenu smo saznali da su vrtić posjećivali brojni inspektori, kojih će sigurno biti još jer se već pišu nove predstavke.
