Makarska iz dana u dan, nažalost, zbilja postaje grad slučaj u pogledu nereda i nepridržavanja zakonskih propisa, posebno onih vezanih uz gradnju. Tako je lani usred ljeta Mate Jujnović, vlasnik tvrtke Promet Makarska, gradio benzinsku crpku bez obzira na gradsku odluku o sezonskoj zabrani izvođenja građevinskih radova i odluku o javnom redu i miru, pa je na koncu dobio kaznu od 630 tisuća kuna, koja još nije naplaćena jer je provedena ovrha nad njegovim računom na kojem nije bilo dovoljno novca.

Sada, izgleda, imamo novi slučaj Jujnović jer ne bi bilo u redu da se u Makarskoj povijest ne ponavlja. Tako se i mjesec dana nakon stupanja na snagu gradske odluke o privremenoj zabrani izvođenja građevinskih radova uvelike gradi na Voliciji, i to centar Apfel, koji je ove zime na javnoj prezentaciji dobio sve pohvale. Nevezano uz sadržaj budućeg centra, bitno je naglasiti da svakodnevna gradnja koja započinje u 9 sati na gradilištu, pokraj kojega se nalazi kuća s bazenom za iznajmljivanje, tjera sve goste.

Naime, vrijedi podsjetiti na to da je privremena zabrana građevinskih radova u turističkoj sezoni, koja se odnosi na cijelo područje Makarske, započela 15. lipnja i bit će na snazi sve do 30. rujna. Zabrana se odnosi na zemljane radove i radove na izgradnji konstrukcije svih vrsta građevina, osim javne i društvene namjene. A kršenje javnog reda i mira je od 14 do 17 sati i od 20 do 9 sati i tu su kazne do 10 tisuća kuna. U tom razdoblju ne smiju se izvoditi radovi upotrebom građevinskih i drugih strojeva, vozila i alata koji stvaraju buku. U navedenim razdobljima i terminima dopušteno je izvođenje različitih radova, pa i građevinskih, ali zabranjuje se stvaranje buke prilikom izvođenja tih radova upotrebom građevinskih i drugih strojeva, vozila i alata.

Međutim, Apfel krši odluku o javnom redu i miru svakog dana, pa su tako gosti Makarke Anke Strman postali nezadovoljni bukom koja ih ujutro probudi i prašinom koja im upada u jutarnju kavu, te su od Anke tražili povrat novca i pobjegli glavom bez obzira.

Slično se dogodilo i s gostima iz Italije, koji zbog buke ranom zorom bježe na plažu, umjesto da mirno uživaju na bazenu, dok su joj gosti iz Austrije ostavili negativne recenzije vezane uz buku s gradilišta i prašinu koja im upada u apartman.

– Gradi se i lupa i radnim danima i vikendom i blagdanima, a prije par dana na gradilište je dovezena cijela mehanizacija – bageri puni pijeska, valjci, kamioni. Ovo je postalo toliko nesnošljivo da ću dobiti slom živaca i doista mi dođe da se bacim s kuće na gradilište od lupanja čekićem do prašine i grozne buke. Cijela mi se kuća trese od tutnjave, a gosti se pitaju gdje su to došli i bježe iz apartmana – kaže Strman, koja svakog dana zove komunalne redare, ali ništa od toga jer se radovi ne zaustavljaju.

Rješenje o obustavi

Kako komunalni redari nisu uspjeli zaustaviti gradnju na Voliciji, upitali smo Dražena Nemčića, šefa redara, koji kaže da redari ne mogu zatvoriti gradilište.

– Investitoru je izdano rješenje o obustavi izvođenja građevinskih radova, a sada je riječ o asfaltiranju, koje bi uskoro trebalo biti gotovo. Sada se na gradilištu Apfela krši javni red i mir jer se radovi odvijaju od 9 do 17 sati i tu je kazna izvođaču radova od 5 do 10 tisuća kuna dnevno. Riječ je o poslovno-stambenoj zoni i ovdje imamo problem s jednim gradilištem i jednom kućom za iznajmljivanje. Ako Apfel ne prestane s radovima od 14 do 17 i od 20 do 9 sati, slijedi mu dnevna kazna od 30 do 70 tisuća kuna, i svakog sljedećeg dana opet 70 tisuća kuna sve dok ne prestane – kaže Nemčić, dodavši da redari nemaju ovlasti zatvoriti gradilište, nego vlasnica kuće može protiv investitora podići privatnu tužbu za izgubljenu dobit.

Tražili smo i drugu stranu, ali...

Kada će prestati radovi na Voliciji, htjeli smo upitati Miju Pašalića, vlasnika Apfela. Međutim, Pašalić nam se nije javio na mobitel, a nije niti odgovorio na SMS koji smo mu poslali. Ista stvar je bila i u studenome prošle godine, kad je zbog radova obitelji Strman i bratu Anke Strman cijeli zid vrta, zajedno sa stablima maslina, "odletio" na Apfelovo gradilište.

Makarska iz dana u dan, nažalost, zbilja postaje grad slučaj u pogledu nereda i nepridržavanja zakonskih propisa, posebno onih vezanih uz gradnju. Tako je lani usred ljeta Mate Jujnović, vlasnik tvrtke Promet Makarska, gradio benzinsku crpku bez obzira na gradsku odluku o sezonskoj zabrani izvođenja građevinskih radova i odluku o javnom redu i miru, pa je na koncu dobio kaznu od 630 tisuća kuna, koja još nije naplaćena jer je provedena ovrha nad njegovim računom na kojem nije bilo dovoljno novca.

Sada, izgleda, imamo novi slučaj Jujnović jer ne bi bilo u redu da se u Makarskoj povijest ne ponavlja. Tako se i mjesec dana nakon stupanja na snagu gradske odluke o privremenoj zabrani izvođenja građevinskih radova uvelike gradi na Voliciji, i to centar Apfel, koji je ove zime na javnoj prezentaciji dobio sve pohvale. Nevezano uz sadržaj budućeg centra, bitno je naglasiti da svakodnevna gradnja koja započinje u 9 sati na gradilištu, pokraj kojega se nalazi kuća s bazenom za iznajmljivanje, tjera sve goste.

Slovo propisa

Naime, vrijedi podsjetiti na to da je privremena zabrana građevinskih radova u turističkoj sezoni, koja se odnosi na cijelo područje Makarske, započela 15. lipnja i bit će na snazi sve do 30. rujna. Zabrana se odnosi na zemljane radove i radove na izgradnji konstrukcije svih vrsta građevina, osim javne i društvene namjene. A kršenje javnog reda i mira je od 14 do 17 sati i od 20 do 9 sati i tu su kazne do 10 tisuća kuna. U tom razdoblju ne smiju se izvoditi radovi upotrebom građevinskih i drugih strojeva, vozila i alata koji stvaraju buku. U navedenim razdobljima i terminima dopušteno je izvođenje različitih radova, pa i građevinskih, ali zabranjuje se stvaranje buke prilikom izvođenja tih radova upotrebom građevinskih i drugih strojeva, vozila i alata.

Međutim, Apfel krši odluku o javnom redu i miru svakog dana, pa su tako gosti Makarke Anke Strman postali nezadovoljni bukom koja ih ujutro probudi i prašinom koja im upada u jutarnju kavu, te su od Anke tražili povrat novca i pobjegli glavom bez obzira.

Slično se dogodilo i s gostima iz Italije, koji zbog buke ranom zorom bježe na plažu, umjesto da mirno uživaju na bazenu, dok su joj gosti iz Austrije ostavili negativne recenzije vezane uz buku s gradilišta i prašinu koja im upada u apartman.

– Gradi se i lupa i radnim danima i vikendom i blagdanima, a prije par dana na gradilište je dovezena cijela mehanizacija – bageri puni pijeska, valjci, kamioni. Ovo je postalo toliko nesnošljivo da ću dobiti slom živaca i doista mi dođe da se bacim s kuće na gradilište od lupanja čekićem do prašine i grozne buke. Cijela mi se kuća trese od tutnjave, a gosti se pitaju gdje su to došli i bježe iz apartmana – kaže Strman, koja svakog dana zove komunalne redare, ali ništa od toga jer se radovi ne zaustavljaju.

Rješenje o obustavi

Kako komunalni redari nisu uspjeli zaustaviti gradnju na Voliciji, upitali smo Dražena Nemčića, šefa redara, koji kaže da redari ne mogu zatvoriti gradilište.

– Investitoru je izdano rješenje o obustavi izvođenja građevinskih radova, a sada je riječ o asfaltiranju, koje bi uskoro trebalo biti gotovo. Sada se na gradilištu Apfela krši javni red i mir jer se radovi odvijaju od 9 do 17 sati i tu je kazna izvođaču radova od 5 do 10 tisuća kuna dnevno. Riječ je o poslovno-stambenoj zoni i ovdje imamo problem s jednim gradilištem i jednom kućom za iznajmljivanje. Ako Apfel ne prestane s radovima od 14 do 17 i od 20 do 9 sati, slijedi mu dnevna kazna od 30 do 70 tisuća kuna, i svakog sljedećeg dana opet 70 tisuća kuna sve dok ne prestane – kaže Nemčić, dodavši da redari nemaju ovlasti zatvoriti gradilište, nego vlasnica kuće može protiv investitora podići privatnu tužbu za izgubljenu dobit.

Tražili smo i drugu stranu, ali...

Kada će prestati radovi na Voliciji, htjeli smo upitati Miju Pašalića, vlasnika Apfela. Međutim, Pašalić nam se nije javio na mobitel, a nije niti odgovorio na SMS koji smo mu poslali. Ista stvar je bila i u studenome prošle godine, kad je zbog radova obitelji Strman i bratu Anke Strman cijeli zid vrta, zajedno sa stablima maslina, "odletio" na Apfelovo gradilište.
